Under the E-Rate program, schools and libraries have two primary options for supporting their internal network infrastructure: Basic Maintenance of Internal Connections (BMIC) and Managed Internal Broadband Services (MIBS). While both are eligible for E-Rate support, they are very different in scope and long-term value.

What Is BMIC?

Basic Maintenance of Internal Connections (BMIC) is designed to cover limited, reactive support for network equipment. This typically includes:

  • Break/fix repairs

  • Hardware replacement for failed components

  • Software patches and updates

  • Basic troubleshooting when something stops working

BMIC is useful for addressing specific issues as they arise, but it is not a managed service. It does not include proactive monitoring, performance optimization, or strategic planning. In most cases, problems are addressed only after users experience outages or degraded performance.

What Is MIBS?

Managed Internal Broadband Services (MIBS) takes a broader, more proactive approach. Rather than simply fixing problems, MIBS focuses on ongoing operation, monitoring, and management of the network. Eligible MIBS services commonly include:

  • Continuous network monitoring

  • Configuration management

  • Performance optimization

  • Security oversight related to network operations

  • Ongoing support and administration

MIBS is designed to keep networks stable, secure, and performing as expected—often preventing issues before they impact instruction or library services.

Key Differences That Matter

The biggest difference between BMIC and MIBS is reactive vs. proactive support.

  • BMIC responds after something breaks

  • MIBS works to prevent problems altogether

For schools and libraries that rely heavily on wireless access, cloud applications, online testing, and digital learning platforms, waiting for failures is no longer practical.

Why MIBS Is the Better All-Around Option

MIBS provides several advantages that BMIC simply does not:

  • Improved uptime through proactive monitoring

  • Faster issue resolution before problems become visible to staff or students

  • Better use of internal IT resources, especially for districts with limited staff

  • Predictable support costs aligned with E-Rate funding

  • Stronger alignment with long-term network planning

In short, MIBS treats the network as a critical service—not just a collection of devices.

Making the Right Choice

BMIC may still make sense for very small environments or districts with robust in-house networking expertise. However, for most schools and libraries, MIBS delivers greater reliability, better user experience, and stronger overall value, especially when paired with E-Rate funding.

At SomethingCool.com LLC, we help schools and libraries evaluate both options in the context of their E-Rate eligibility, staffing levels, and long-term technology goals—so support decisions align with how networks are actually used today.
