Below is a simple overview of how the E-Rate process works, starting with the first required form.
Step 1: File Form 470 (Request for Services)
Form 470 is where your organization officially tells the public what services you are seeking—such as internet access, internal connections, Wi-Fi equipment, managed network services, or maintenance.
This form:
- Describes the services you want to purchase
- Opens a competitive bidding process
- Allows service providers to submit proposals
Important Rule:
Once Form 470 is posted, it must remain open for at least 28 days before you can select a vendor or sign a contract.
This waiting period ensures fair and open competition and is one of the most critical compliance requirements in the E-Rate program.
Step 2: Evaluate Bids and Select a Vendor
After the 28-day window:
- Review all bids received
- Score proposals using price as the primary factor
- Document your evaluation process
- Select the most cost-effective solution
Good documentation here is essential in case of audits.
Step 3: File Form 471 (Funding Request)
Form 471 is where you formally request E-Rate funding for the services you selected.
For Funding Year 2026, Form 471 is due by April 1, 2026.
On this form, you will:
- Identify chosen vendors
- List eligible services and costs
- Calculate your expected discount
Missing this deadline typically means waiting an entire year for funding.
Step 4: Program Review & Funding Commitment
After submission:
- Applications may be reviewed for accuracy
- Additional questions may be asked
- A Funding Commitment Decision Letter (FCDL) is issued
Once approved, you are officially authorized to receive E-Rate discounts.
Step 5: Implementation & Invoicing
After funding is committed:
- Services are delivered
- Equipment is installed
- Discounts are applied to bills or reimbursed through invoicing
Proper record-keeping should be maintained for multiple years.
